Russia’s Finance Ministry deems it feasible to refund VAT as part of the accelerated procedure not only to large, but also to all reliable taxpayers. ‘’Not only large taxpayers are at issue, but also taxpayers whom we trust, who will not escape or vanish without a trace", said the state secretary of Deputy Finance Minister Sergey Shatalov commenting on the announcement of Prime Minister Vladimir Putin about the need to radically change the deadline for VAT refund, specifically for large taxpayers. According to Shatalov, MinFin still needs to finalize this concept. "At present, the issue is to observe the deadline provided by law without violations when such decision is taken by tax authorities" – he noted. The Deputy Minister believes that "tax authorities are not obliged to necessarily wait for three months given to them in order to inspect tax declarations". "The decision may well be taken earlier" – Shatalov said and noted that this is the issue of administrative organization of work. According to him, "in principle, we can think at least of adopting such decisions as part of the accelerated procedure for reliable taxpayers".
